Following their time in Rockport, the player returns to Palmont in their BMW M3 GTR, but is pursued along a canyon route by former police sergeant Cross, who now works as a bounty hunter and seeks revenge against them. So, in the long term Carbon offers more incentives to upgrade to higher tier cars than MW. This is in contrast to MW, where two cars with the same level of performance upgrades were generally competitive with each other regardless of what "tier" the car was. What he was saying is that while at your current position in the campaign they might be comparable un-upgraded to an upgraded lower tier car, once you do unlock the upgrades for them they'll be better than a lower tier car with the equivalent upgrades. IIRC, the map will also tell you what races unlock what when you have them highlighted.EDIT to add in response to your edit-quote:Right now, there is even less incentive to upgrade the car.
